Prof. (Dr.) K. V. Kumar (Indian Legal Service) is a distinguished legal academic and former civil servant with qualifications in PG Diploma in PM, IR & LW, B.L., M.A., M.L., and Ph.D. in Law. He brings over 36 years of professional and administrative experience, including 11 years of legal practice as an Advocate. He retired as Additional Secretary from the Legislative Department, Ministry of Law and Justice, Government of India, New Delhi.

Prof. Kumar possesses extensive expertise in legislative drafting, administrative law, public policy, and legal reforms. His areas of academic interest include the legislative process, drafting in simple language, simplification of laws, principal and delegated legislation, and public policy issues relating to administrative law. His unique blend of practical governmental experience and academic insight makes him a valuable contributor to legal education and research.
