Dr. Atul Kumar Pandey is Professor of Cyber Law and Chairperson, Rajiv Gandhi National
Cyber Law Centre established by the Ministry of Education, Govt. of India at National Law
Institute University, Bhopal (NLIU). He is Founding Head of Department of Cyber Law, at
NLIU, Bhopal. Dr. Atul joined NLIU, Bhopal in the year 2009. He has also been an Assistant
Professor of Law at the National Law University, Jodhpur (2006-2009).
He was awarded fellowship by the Diplo Foundation, Switzerland to attend Internet
Governance Capacity Building Program in the year 2008. Dr. Atul was invited to visit United
States of America under prestigious International Visitor Leadership Program (IVLP) on
“Linking Digital Policy to Cybercrime Law Enforcement” by the U.S. Department of State,
Washington, D.C., in the year 2017.
Dr. Atul designed and introduced academic Programs – MS in Cyber Law and Information
Security, P.G. Diploma in Cyber Law (Distance Learning), Online, P.G. Diploma in Cyber
Law, Cybercrime Investigation and Digital Forensics (a collaborative Program of NeGD,
MeiTY, GoI and NLIU, Bhopal) and P.G. Diploma in Cyber Law and Cyber Forensics (a
collaborative Program of NACIN, Faridabad and NLIU, Bhopal) at NLIU, Bhopal.
Dr. Atul has delivered more than two hundred invited lectures in various programs organized
by the institutions of national repute like- National Law Universities, IIITs, NITs,
Engineering Colleges, Judicial Academies, Police Academies etc. and he has published many
articles in various journals.
Dr. Atul is actively involved in the training of Judges, Police Officers, IRS Officers and
Officers of the Banks. He is the Principal Investigator for the Project ‘Online Capacity
Building Program on Cyber Law, Cybercrime Investigation and Digital Forensics’ awarded
by the Ministry of Electronics and Information Technology, Govt. India to train thousand
Police Officers across the country. He is Coordinator for Post Graduate Diploma in Cyber
Laws and Cyber Forensics being run in collaboration with National Academy of Indirect
Taxes Custom and Excise (NACIN), Faridabad under the Ministry of Finance for the IRS
Officers.
He coordinates University wide distance learning Programs on cyber law and cyber security
and Associate Editor of the Indian Law Review, Journal of NLIU, Bhopal.
Dr. Atul’s interests broadly lie at the intersection of information technology and law.
